In 2007, while planning to meet the compliance requirements for US Environmental Protection Agency (EPA) tier three diesel engine emissions standards, executives at Caterpillar Inc. needed to understand the risks to all ongoing projects implied by the changing requirements.

Having several thousand projects in their corporate project register, executives at Caterpillar’s corporate headquarters in Peoria, Michigan needed a way to visualize the scope of the problem and zero in on key project risks potentially buried deep in the program.
